This is about a certain construction site—there’s a spot where the mountain is slowly shifting and pushing against a structure.
As a countermeasure, it is reported that an expert panel was convened, consisting of representatives from the local government, the general contractor, the general contractor’s engineers, the subcontractor’s technical specialists, and a university professor (specializing in landslides) invited by the local government.

Ground anchors had been installed on the slope, and we were told that one of them was already on the verge of breaking, which is why the lift-off could not be performed.
About 90% of the breaking load!!?
A considerable amount of spring water is seeping out onto the surface of the slope.
Based on the current symptoms at first glance, draining the water is the first step to stabilizing the mountain.
So, let’s go with the general contractor’s proposal to install a drain!

First, I’ll drain the water and see if it stabilizes.
If that doesn't work, I think we'll have to resort to ground anchors.

But at that meeting, it’s the university professors’ opinions that always get through! lol
It seems that opinions from the field rarely get a hearing, and the government officials just take the teacher’s word for it, saying, “If the teacher says so, let’s go with that!”
So, I'm skipping the draining and just going to wait and see lol
Even though I'm pushing against the structure...
The problem here is that the government is partly to blame, too.
That's because the government just dumps all the responsibility on the teachers.
Even if something were to happen, since we have the teacher’s opinion on our side, the government officials wouldn’t have anything to fear, right? lol
But you're not really getting to the heart of the matter, are you?
And even though the professor specializes in landslides, he isn't an expert on the site itself.
The theory, calculations, and mechanics behind landslides are probably a specialized field.
However, I’m a complete novice when it comes to figuring out how to make those decisions and put them into practice on the job.
Practical experience and theory don't always align!
In civil engineering, experience is everything!
That is why it is called "experience engineering."
From there, we build on that to develop calculations and theories.
Despite this, it is utterly foolish to disregard the opinions of those on the front lines and simply apply the textbook.
It would be better, though, if the teacher and the staff on site were to hold thorough, close consultations and move the project forward together.

At the expert panel meeting, it was the university professors' opinions that prevailed rather than those from the front lines, leaving the front-line staff needlessly at their mercy...
I'm actually at a scene that's totally crazy lol
Being a general contractor seems really tough...
If we did it now, we could probably just quickly dig a drainage ditch to stabilize the ground, though...
