This site features a permeable retaining wall—a rarity these days—with neither drainage pipes nor a concrete drainage layer.
There used to be quite a few of the "infusion" type a long time ago, but these days they're practically nonexistent.
It seems the rainwater is meant to seep into the natural ground behind the retaining wall, so there is no PVC pipe installed at the center of the retaining wall’s side beams, and
It's a legal framework that doesn't even allow for permeable concrete.
That was also the case with the existing legal framework.
I'm told the existing structure was built about 20 years ago.

Some of them were secured with sandbags filled with soil and appeared to be relatively new.
It seems that the natural ground, which had become saturated with rainwater, partially collapsed, and they later stabilized it with sandbags filled with vegetation.
The vertical frame of the formwork was partially raised, and sandbags had been stacked there.
Depending on the soil conditions, it can be difficult to allow water to seep in and then contain it with a retaining wall.
After all, permeable concrete is the easiest to understand and offers the best workability, isn't it?
On the other hand, the reason why drain pipes fail is that over time, holes in the PVC pipes get clogged (with things like fallen leaves).
If it becomes clogged, water will accumulate. If water accumulates, the vegetation will rot. There is a risk that it will die.
And once it permeates, it reaches a state of saturation, and pressure begins to build from within the legal framework.
What happens to legal frameworks that have become outdated due to the passage of time?These days, it's all about the ever-rising life cycle costs.That's it.

And that’s how holes are drilled into small-cross-section concrete structures measuring just 200 mm or 300 mm.
I can't help but wonder, "How strong is it, really?" Though, to be honest, it's actually a bit overkill, lol.
