The reason is that we've been doing that kind of verification for a long time.
There are plenty of purchase orders for subcontractors... (You know what I mean, lol)
I’m a regular employee at a subcontractor inside a factory in this region, and it looks like nothing’s going to change here either. The president isn’t aware of the name change or amendments to the Subcontracting Act, nor does he know about the amendments to the Construction Industry Act. I mentioned it to him briefly, but since nothing will happen unless management changes its mindset, I’ve given up without even trying lol.
Right now, the client sets the price and says, “Please do this work for this amount”—the general contractor takes their cut—and the subcontractors are left with the scraps.
This fits the recent amendments to the Construction Industry Act perfectly, but since the industry is built on collusion, it doesn’t look like anything will change. It would probably be effective if the G-Men targeted places like this, exposed them, and the mass media picked up the story… but that’s probably not going to happen… since they’re sponsors, lol.
