Recently, the requirements for opening bank accounts for foreign technical interns' salaries have become very strict.
The reason is that I went to open a bank account for our Vietnamese technical intern.
As a result, the procedures were much stricter than last year, and identity verification—including checking the names of accompanying individuals—was also conducted.
When I asked why, I was told that Vietnamese people who return home often sell their bankbooks before leaving, and that they’re being very cautious about this issue.
It is said that these stolen bankbooks end up in the hands of the yakuza and other underworld groups, where they are used for scams such as wire transfer fraud.
As the person accompanying them, I was given a thorough explanation of these matters, and I was asked to make sure the Vietnamese technical interns understood them clearly.
They also said they wanted me to come in so they could verify my information when I renew my Residence Card.

About the Account Opening Process
As a general rule, the procedure for foreign customers to open a regular savings account or a regular savings deposit account in their own name is as follows.
Please present your Residence Card so that we can verify your nationality, status of residence, period of stay, and other details.
Please note that diplomats and other individuals who have not been issued a Residence Card are not required to present one.
If your period of stay expires within three months of the date you apply to open an account, we will be unable to open an account for you.
Customers who plan to continue residing in Japan should complete the procedures to renew their period of stay and then submit their application with their new Residence Card, which reflects the renewed period of stay.
If your period of stay, as determined at the time of entry, is three months or less and you have not been issued a Residence Card, you will not be able to open an account at Japan Post Bank or a post office.
If your status of residence is “Student” or “Technical Intern Training,” please present your student ID or employee ID card along with your Residence Card so that we can verify your enrollment status or employment details.
Please note that we may contact your school or employer to verify your enrollment or employment status.
When foreign nationals apply to open an account, the various verification procedures required under relevant laws and regulations may take some time. As a result, we may not be able to open the account on the day of application, and we may need to mail the passbook to the customer’s home at a later date.
Please note that, depending on the circumstances, we may decline to open an account for you.

Since there are many Vietnamese people with the same name at banks, it sometimes feels like a mini-interview, and it seems they’ve become stricter in various ways.
It’s not that Vietnamese people or foreigners are at fault; it’s the Japanese people who use them for such crimes who are to blame, and I hope they’ll keep arresting them one after another.
It’s really tough to think that the technical interns who are coming here will also have a hard time in this area.
