The other day, I wrote about an unsuccessful bid.

We can't win construction contracts without a supervisor.

I wrote this article from the perspective of a site supervisor.

And then, a few days later, I had the opportunity to speak with a current government official.

"That article! Things are really tough right now!"

Starting with that, it seems like being under the weather is really tough.

I mean, when we in the industry hear people say, “Things aren’t going well,” that’s pretty much how it feels to us, doesn’t it?

I hear it's a real hassle for government offices to handle the paperwork for re-bidding on construction projects that haven't gone well, lol.

Apparently, people think, "The design is pretty much perfect, so why isn't it working right?!"

Apparently, the government agency is also considering how to make the construction project more favorable for the contractors.

For example, it seems they might try to increase the number of security guards by citing various reasons, or shift some of next fiscal year’s construction work to the current fiscal year.

And it seems he gets frustrated every time he has to prepare the bid documents.

Well, I guess it’s true that the bidding process could probably be simplified to the level of Yahoo! Auctions, lol.

I really came to realize that the concerns we have as service providers are directly linked to the concerns of government agencies. There’s no one in charge.

Sometimes we can't participate in a bid because we don't have a project manager. Also, we don't submit bids because the project isn't attractive enough.

I suppose this means we’ve entered an era where people can be selective about government jobs.

We’ve been struggling with this ourselves, but I was more surprised than I expected to find out that the government agencies are struggling with it too.

Thinking about it that way, I found myself hoping that if there were any good officials at the government office, they’d want to make things even better. (Though there are some crappy ones too, lol.)

That said, we don't take on general contractor work because it's too much of a hassle, lol.

I don't really see the benefits of being a general contractor. At least not yet.
