When installing rebar in a river, this is usually something civil engineers do.

This is a reinforced earth wall construction method designed to prevent the wall from collapsing when it's built.

River realignment work is performed when altering the shape of a river or changing its course or flow velocity.

If the rebar installation work is being performed on the right bank, the river’s flow is diverted to the left bank.
