All the way to Level 4!
Now, this is where it gets a little complicated, but CCUS doesn't automatically reach Level 4 on its own.
How to Reach Level 4
Construction workers who wish to undergo a competency assessment must submit an application to the organization conducting the assessment.
It says that they probably submitted some kind of application to the National Association for the Protection of Specified Slopes, and
It appears that you are required to pay a fee of 4,000 yen (including consumption tax) or the amount set by each competency assessment organization.
It's pretty of a hassle, isn't it? lol
And it costs money...
A certification that delivers immediate results? If that were the case, it wouldn't be so bad, but the CCUS card is the kind of thing where you have to ask, "Where on earth is this actually used?"

It seems that at major companies, this is being used to raise salaries, but,
I hear there’s a lot of pressure from the government (according to people in the know), so it must be tough for the big companies, huh?
We think it’s better to have it than not, so our company will cover the costs and encourage everyone to apply!
If this helps boost our evaluation score even a little bit when bidding for the prime contractor, I’d definitely keep applying—
It’s something I really wish would change.
