However, when I actually tried cutting it,
If the soil conditions turn out to be better than expected and it looks like the machine will be able to cut through it without any problems.
What should we do?

Generally speaking,
You'll decide what to do based on the situation on the ground and then discuss it with the government office, right?
Then the government officials inspected the site and said, “Let’s cut the first tier for now, and then see how it goes when we cut the second tier,” or something like that.
Government agencies tend to say things like, “It was built according to the plans,” because they’re worried about who would be held responsible if someone were to slip and fall.
Even if the government agency were to check with the design consultant, the consultant would 100% insist on the counter-current flow.
Because I don't want to take responsibility. (Which is only natural, I suppose.)
But that's not the problem—it's the money.
From the general contractor's perspective, the cost remains the same, but the subcontractor has to put in more effort, and depending on the situation, the construction schedule may remain unchanged from the usual one.
In that case, wouldn't it be better to cut it all at once and get the slope work done quickly?
This is exactly what I was talking about the other day regarding the cost of the reverse-spin installation, isn't it?
General contractors and subcontractors who want to get the work done as soon as possible.
However, it’s a lump-sum payment based on the market price.
To be honest, I want to cut as much as possible.
"I can't be bothered to take it one step at a time." That's how I really feel.

So, instead of writing something like “use reverse-wrap installation” on the drawings, I’d like you to keep it vague, something like “consider reverse-wrap installation depending on the situation.”
That way, no one gets hurt lol
I think the general contractor will also be cautious and proceed after giving it some thought.
If there are any issues, we can take corrective measures as we go.
It would be great if the design consultants could come up with a construction plan that’s a little more in tune with the construction team’s needs, lol.
Going forward, the number of contractors is going to drop, and the number of design consultants is decreasing too, right?
