Last night, I messed up at a drinking party for the first time in a while! lol
The thing is, I went out for drinks with the general contractor, but I ended up falling asleep right in front of him at the second bar—what a blunder!
I've been drinking way too much lately, and I stayed up late the night before, too, but I guess it would be rude to just go to sleep, huh? lol
I really feel so sorry about this!

But that's beside the point.
Have you heard of the comprehensive evaluation system?
That's the gist of it, but apparently there's a new "comprehensive evaluation system" in place these days that's designed to work in the government's favor.
What do you think “construction that suits the government’s interests” means?
To put it simply, it's all about money, isn't it?
The government doesn't want to spend money.
But when it comes to having the work done, I want them to spend a lot of money on it.
I know this might sound harsh, but,A prefecture where the government openly displays a penny-pinching mentalityApparently, there is one!
Even though the Ministry of Land, Infrastructure, Transport and Tourism sometimes says, “We don’t require that much, so that won’t work,”
Apparently, in one prefecture, there’s this unspoken understanding that goes something like, “Spend way more money! Be more creative and raise the quality of construction above the usual standards!” lol

For example, I hear that technical proposals are required only for a specific portion of a bid using the comprehensive evaluation method.
Technical Proposal for Reinforcement Insertion Work: From Reinforcement Insertion to GroutingOr something like that!
Basically, they're subtly saying, "Just put something in the grout!" lol
Are there actually technical proposals like that?
A limited technical proposal.
Is there a technical feature here? Do I just need to enter something?
That's what I end up thinking.
It seems the general contractor is pulling out.

Which prefecture is that?
Is that what you think?
I'm sure some of you are thinking, "Oh, that's the place!"
I'm sure some of you are thinking, "That's my prefecture!" lol
And I’d really like to know more about what’s actually going on. (Even if it seems impossible.)
I also think we should publicize it more.
We live in an internet age where we can call out what’s wrong when it’s wrong.
