This anchor is a cement anchor for rope nets.
First, use an angle grinder to smooth out the area where the vibrator will be attached.
It appears that the ultrasonic waves are interrupted at the plated areas.

Apply the special lotion to ensure the transducer and the metal surface are in close contact, creating conditions that allow the ultrasound waves to travel easily.
It seems like this vibrator itself is already producing a very slight vibration. (I'm just guessing, lol—I don't actually feel anything when I touch it.)
The measurement begins the moment the transducer is placed against the object, so you'll know the length right away.
