People ask me that.
That's the per-person rate when preparing a quote, right?
Since Shioda Development is located in Aichi Prefecture, we use the labor cost rates for Aichi Prefecture.
So, looking at the labor cost rate for March of Heisei 29, it says “25,900 yen.”
Please search online for "labor cost rates." (You can find them on the Ministry of Land, Infrastructure, Transport and Tourism's website.)
So, I'm basing my calculations on roughly 26,000 yen. (Unless there are economies of scale.)
This 26,000 yen does not include any expenses.
Therefore, in order to keep the company running to a certain extent, we’ll need this amount plus operating expenses.
There’s an interesting document published by the Ministry of Land, Infrastructure, Transport and Tourism.

Although the labor unit rates for public works projects are published as unit rates for calculating the estimated cost of public works projects—excluding miscellaneous expenses—they are often misunderstood on-site as including expenses other than wages required for hiring construction workers. As a result, contractors are forced to accept discounts to cover these necessary expenses, there have been concerns that wages paid to construction workers are being kept artificially low. Therefore, we are publishing a reference figure that adds to the design labor unit rates for public works the costs necessary for the employment of construction workers—including the employer’s share of statutory welfare benefits, labor management costs, safety management costs, and housing costs.
In short, this shows the costs associated with employing a single person.
In the case of the slope stabilization project in Aichi Prefecture mentioned earlier, the figure given is “36,400 yen.”
While these are merely rough estimates, a budget around this figure should be sufficient to ensure a certain level of employment.
If the figure is significantly lower than this, it suggests that the company is struggling financially and employee salaries are low. (This is for reference only.)
However, since the details behind these figures aren't entirely clear, they're somewhat vague, but they should still serve as a rough guide.
Based on my experience, I think it should be fine as long as it stays around 33,000 yen per person.
