If you are using a form that requires a stamp, it is either an outdated form or a custom form.
To be honest, using custom formats these days is totally out of the question (especially since there’s finally a push toward standardization on sites like Green Site, lol).
Neither the prefectural specifications nor the Ministry of Land, Infrastructure, Transport and Tourism’s specifications require a seal.
You don't need a seal for the Sub-Subcontracting Notification or the Worker Roster!

Although the requirement for a seal has been eliminated for documents following the MLIT CCUS specifications (with the business operator ID serving as a substitute for the seal), some general contractors still stubbornly insist on a seal even when the documents comply with the MLIT CCUS specifications. (This is especially true for companies affiliated with Maeda. What’s more, they insist that a seal is required even for CCUS-compliant documents. Honestly, when it comes to their proprietary documents, it’s such a hassle for us that we’d almost like to charge an administrative fee (they act this way because they assume administrative work should be done for free).
