What is the tension level for ground anchor work?

For example, as shown in the photo above, if the maximum test load is 39 MPa, the test is conducted by applying a load of 39 MPa.
So, if the design ultimate load is 30 MPa, how much would you apply? lol
Well, under normal circumstances, I think you'd apply 30 MPa, which is 100%.
You’re probably thinking, “That’s just common sense, isn’t it!?”
However, for now, let's stick to 80% of the design load.
