Isn't there some kind of management or construction involved?
The specifications are supposed to be in line with those of the Ministry of Land, Infrastructure, Transport and Tourism, but for some reason, there are always those “do this and that” instructions in the special specifications, aren’t there?
When performing dewatering drilling in a certain prefecture, be sure to collect core samples using the same full-core method!
There's actually a prefecture like that.
Ultimately, we submit it as a test specimen, but we’re conducting vertical borehole surveys.
As if to confirm that, it says to take the core even when it's level.
In fact, when we drill, we use a rotary percussion drill, so we can’t retrieve columnar cores with that method.
Well, if you ask me, “Is it completely impossible to get?”—it’s not that it’s impossible, but it’s really tough, lol.
What's more, it requires special jigs, so it's difficult to do under normal circumstances.
The key differences between rotary drilling machines and rotary percussion drilling machines are the impact force and the rotational speed.
To give you an idea, a rotary drilling machine cuts through the rock at high speed to drill a hole.
The rotary percussion drilling machine drills holes while crushing the rock by applying impacts at low rotational speeds.
Even though the machines have completely different features, we ended up having to install two of them just to accommodate those strange regional requirements—or whatever you’d call them—in the special specifications!?
It's extremely inefficient, but the argument is that it's listed in the special notes.
Well, we just have to go along with whatever the government says, but do things like this ever change around here?

If you put it that way, I suppose there’s some truth to it.
It’s possible that long-standing vested interests might be involved, though...
But there are definitely things in every trade where you just think, “We clearly don’t need this, do we?”

I think it would be great if contractors could voice their opinions to the government, and if there were an organization to assess the credibility of those opinions.
That way, I think we can minimize waste during construction and use our money more efficiently.
People are always talking about "construction DX" and "efficiency," but isn't it actually government agencies that are the least efficient?
