In recent years, more and more general contractors have been saying they don't care about bonus points for creativity or ingenuity anymore, lol.

Is using technical proposals to gain an edge in bidding a thing of the past...?

I, too, have had experiences in the past where I was interviewed before a bid under a comprehensive evaluation system for technical proposals.

Back in the day, I was surprisingly dedicated to it, so I didn't think much of it, but apparently those days are long gone.

 

This is because, in recent years, there have been cases where prime contractors have gone bankrupt or failed to participate in bids due to labor shortages.

It seems that the bidding process itself has reached a point where it can no longer proceed, and,

From the perspective of general contractors, they say there is no longer a need to incur unnecessary expenses on technical proposals and innovative ideas.

If unsuccessful bids continue, it’s the government agencies that will suffer, and once they’re left with no choice but to rely on contractors who are willing to bid, they won’t be able to talk about “technical proposals” anymore.

What's more, we will no longer do anything that puts the general contractor at a disadvantage.

 

Given current trends, people are saying, “Let’s do ICT civil engineering and embrace construction DX!”

In reality, it’s practically impossible to force that on the director on set, and

Other departments are creating new jobs under names like "ICT Promotion Office," aren't they? lol

There’s a trend toward making things easier on the job site, but in reality, that’s not really the case, and

In the end, it’s the highly skilled craftsmen who are somehow making it work in ICT civil engineering, lol.

 

Rather than making technical proposals, we should utilize subsidies through initiatives like ICT-based civil engineering projects, etc.

A general contractor that purchases ICT-equipped heavy machinery, total stations, scanners, and UAVs (drones) in an effort to improve efficiency—even if only slightly. (But is it really improving efficiency...?)

I suppose ICT will continue to advance for the time being, but I wonder if the number of technical proposals and the like will decrease?

When it comes to being creative, we generally try to avoid doing things that cost money,

Does it give the impression that a resourceful subcontractor might just go ahead and do it on their own?

Will the way government agencies assign points change?

 

If a site supervisor’s name has already been used at another site, that person cannot be listed on the bid.

If that's the case, there's a possibility that even companies that have received awards might no longer be considered noteworthy.

Currently, due to a shortage of engineers, site representatives are increasingly having to handle multiple assignments at once, but,

There's even talk like, "Are you trying to kill the general contractor's supervisor?" lol

To handle multiple projects at once, you need subcontractors who are reasonably capable, and of course, you’ll have to pay them accordingly.

If it's not like that, the engineers will run away, lol.

 

As subcontractors, we simply follow the lead of the general contractor, but how can we differentiate ourselves within that framework?

Even if it involves creative solutions that are troublesome for the subcontractor, we will do our utmost to cooperate with the general contractor in securing that project.

But once that’s no longer necessary, it’ll be tough to stand out, huh? (We do all kinds of stuff, though, lol)

For now, it looks like we'll need to figure out what we can do to get selected by the general contractor.

 

That said, we’re going to face an even greater shortage of subcontractors going forward.

On the other hand, maybe there will come a time when subcontractors get to choose their general contractors. (Not that I know, though.)

Just like in the Edo period, lol (like, if the master carpenter didn't approve, the house wouldn't get built)

 

The construction industry has reached a point where its performance evaluation system is becoming meaningless!

We’ll be keeping a close eye on future developments at the local government and the national level.
