Strange things have already started happening, and the estimated bid price is rising rapidly.
However, while the winning bid is determined by a lottery based on the minimum bid price, that minimum price exceeds the estimated bid price from several years ago.
Both the government agency and the general contractor are aware of this, so the government agency uses the magic phrase (“creative solutions”), while the general contractor insists that the construction price remain the same as before.
What’s more, since the list of contractors that can secure work as prime contractors is already set, it’s extremely difficult for new companies to enter the market.
(That's actually our strength, though.)
So what should companies looking to enter the market do?
Will they steadily work their way up from the D class—which has few orders—to the C and B classes?
Are they buying some company or other?
I guess that's the way it is.
