These are ground anchors from the Noto Earthquake.
In the photo above, a large load-bearing structure has shifted—perhaps the prestressed steel strands have snapped?

It has completely snapped, and the tie-down anchor has been severed, causing the head to come off.

There is an anchor located beneath the visible tie anchor.
The dented area is hidden by the anchor head.

A concrete bearing plate on top of the PC bearing plate.
Are they adjusting the angle to avoid the group effect???
That said, since it’s a multi-layer installation, maybe this anchor is… just barely hanging on?? lol
As for the construction work, I assume they’re making the borehole longer to extend the anchorage depth further in, but isn’t that load-bearing plate just way too heavy?? lol

Generally speaking, there are two types of ground anchor fastening methods: screw-type and wedge-type.
As for how to get rid of this, since it’s already in poor condition, you’d probably want to get rid of it quickly and without spending much money, right?
However, if we unload everything at once, there is a risk that the entire structure could collapse even further, so,
I believe it would be safer to remove the upper anchors one section at a time and then reinstall them using a reverse-winding method.

Remove one tier and install one tier of ground anchors.
We removed another row and installed the second row of ground anchors.
It's just the same thing over and over again.
