On a slope with a gradient of 1:0.6 to 1:1.1 and a length of 24 m, sprayed concrete formwork will be installed across the entire slope. Reinforcement bars (L = 4.5 m) will be inserted in the upper half of the slope, while the lower half will be constructed using only the main anchors of the sprayed concrete formwork. Initially, scaffolding (single-tube scaffolding) was budgeted only for the upper half of the slope. However, the contractor submitted a proposal stating that, based on the original plan, there was a risk of tipping or collapse and requesting that scaffolding be installed across the entire slope. Is it generally standard practice to install scaffolding across the entire slope?
