What on earth is a "packer"?!
Even after injecting cement slurry, the conditions inside the borehole are poor,(A condition characterized by extensive voids caused by cracks and the accumulation of rock fragments)
If the grout does not rise above the design level (inside the casing or borehole wall) and cannot be verified,

To assess the on-site conditions, if ground anchors are being drilled in a water-filled trench,
If no drilling fluid comes out, the grout will definitely not rise.
It can be pretty hard to tell with "Air," but I think you'll generally be able to tell with "Ope."
For example, the drill suddenly dropped 30 cm in one go, or there are many limestone caves in the area.

What to Do If the Grout Won't Set
1. Temporarily halt work at the site, consult with the local government, and adjust the injection volume or modify the design
(If cement slurry cannot be injected into the anchorage area)
2. After consulting with the local government, we will make a design change to use a packer.
3. Unauthorized use of the packer. (Corporate Efforts)
4. Use the packer creatively.
Probability of Successful Treatment
1. First of all, that’s not going to happen. Government agencies almost never change the dosage.
If the design and the actual site don't match up, it'll be hard to come up with excuses during the audit lol
We will not make any changes to the design calculations themselves (such as soil properties or strata). (Consistency with the design)
If we change the stability calculations in the design, everything will change, so,
That does make things a bit more of a hassle for the contractors, too.

2. There are plenty of them. This is the safest option. You can install it simply by adding a packer to the design.
However, since the packer is surprisingly expensive, they might be reluctant to buy it.
If the additional work is 30% or less, there's a good chance it will be approved.
