
Contractors who fail to meet deadlines will be subject to penalties
Not only in civil engineering and construction, but for any professional working on a construction site, failing to meet the specified project deadline is simply unacceptable; yet, in reality, there are quite a few contractors who fail to meet these deadlines and are subject to penalties.
Even so, the reason construction schedules occasionally fall behind is, of course, because “unforeseen circumstances” arise.
Based on my personal opinion and experience, I’ve ranked the causes of construction delays in order of what I dislike most.
No. 3 Cause of Construction Delays
Neighborhood disputes happen all the time, so I'll put this in third place.
When it comes to disputes with local residents, the most common issues include construction noise and vibrations, as well as damage to the area around the construction site and to residents’ homes caused by heavy machinery used during construction.
Noise problems are particularly common. There’s even a saying that goes, “Where there’s construction, there’s noise; construction leads to noise” (just kidding).
Not only can construction be halted because of excessive noise, but you might also be sued for emotional distress (Hey, residents—this road construction is for your benefit, too!).
If a dispute arises with a neighbor and you determine that you cannot handle it on your own,Having your boss or someone from city hall present is one option.。
The Second Most Common Cause of Construction Delays
Most reports of road damage involve potholes that appear after tow trucks or ready-mix concrete trucks have passed by.
For some people, the problem is solved once repairs are completed. However, there are actually many people who get angry when they see the damaged areas and halt the construction work.
It really feels like it's become a major outlet for my stress.. I'm five seconds away from seriously losing it myself! Of course, this is going to cause a major delay in the process.
If any defects are found, we must convey our intention to repair them; if we are still not permitted to proceed with the work, we must immediately consider changing the work route or schedule.
The No. 1 Cause of Construction Delays
Design issues are also a cause of construction delays. A very common design error is when a structure, if installed exactly as designed, ends up extending beyond the property line.
On slope construction sites, this problem often arises, particularly when installing catch basins.In many cases, if the design is carried out exactly as shown in the consultant’s drawings, part of the catch basin will extend beyond the construction boundary.。
In that case, we would shift the retaining wall inward from its original design position and, to the extent that the retaining wall is moved inward, adjust the positions of the waterway and the bases for rockfall prevention measures accordingly. Rather than simply moving the catch basins that extend beyond the property line back within the boundary, the idea is to slightly steepen the slope of the retaining wall and shift all the designed structures accordingly.
It would be better if we could identify the problem early on, but if this issue comes to light after most of the construction work has already been completed, we’ll have to redo certain parts of the work. Depending on the scope of the rework, the project schedule could end up in a hopeless situation.
If that happens, we’ll immediately conduct a survey, create drawings that show the current situation, and consult closely with the construction officials at the local government office. If any changes are identified, we’ll notify the workers right away so they can make the necessary adjustments.
In any case, we need to take action with an eye toward the future.
The construction management engineer is responsible for the delay in the project schedule.
Worker errors can also cause project delays. Unsafe practices can result in penalties from government agencies and a suspension of operations. Accidents involving heavy machinery and traffic accidents occur both on and off the job site...
However, the construction supervisor is solely responsible for any failure to meet the project deadline.It is precisely when “unforeseen circumstances” arise that a construction management engineer’s skills are put to the test.。
While adhering to the project schedule is a fundamental requirement, if you can remain calm and respond appropriately even when unexpected situations arise, it is rare that you will fail to meet the deadline.
If we drag our feet, it will only cause the project to take longer.
Even if I’m thinking to myself, “Damn it!” I can’t let the construction be delayed—even if it means cutting into my sleep time. It’s for the residents’ sake!
