(I\u2019m just doing research, but even so, it\u2019s exhausting.)<\/p>\n<p>But that's beside the point.<\/p>\n<p>This time, we'll be discussing WBGT values and heatstroke.<\/p>\n<p>But I\u2019m not going to end this article with just \u201cMake sure to stay hydrated,\u201d though! lol<\/p>\n<p>The one thing I was curious about was how the rule stating \u201cWork must be suspended when the WBGT reaches 31\u00b0C\u201d is actually implemented on-site.<\/p>\n<p>So, I went through and compared every single piece of publicly available documentation from 50 general contractors, as well as the rules handed out at the job sites where we\u2019re working, lol.<\/p>\n<p>To cut to the chase, the rules for temperatures over 31\u00b0C are the same everywhere\u2014basically, just be careful while working! LOL (Work on site never stops!)<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-54744\" src=\"https:\/\/norimen.net\/wordpress\/wp-content\/uploads\/2025\/06\/37dfca7bbe9763aac6822eed41bf6bf0.jpg\" alt=\"Heatstroke Prevention Measures\" width=\"500\" height=\"500\" \/><\/p>\n<hr \/>\n<h2>One year after the mandate took effect in June 2025\u2014what does 2026 hold?<\/h2>\n<p>With the revised Occupational Safety and Health Regulations taking effect on June 1, 2025, and the addition of Article 612-2, implementing heatstroke prevention measures in the workplace has become a mandatory requirement subject to penalties.<\/p>\n<p>This applies to work performed in environments where the WBGT index is 28 or higher or the air temperature is 31\u00b0C or higher, for a continuous period of at least one hour or for a total of more than four hours in a single day.<\/p>\n<p>Whether it's spraying the slope or drilling holes for anchors, in the summer, pretty much everything gets caught up in this lol.<\/p>\n<p>The key point to keep in mind here is that only the following three items have become mandatory.<\/p>\n<p>\u30fbEstablish a system for reporting individuals who exhibit subjective or objective symptoms of heatstroke (such as morning temperature checks or changes in complexion?)<br \/>\n\u30fbDeveloping procedures for implementing measures to prevent the worsening of symptoms<br \/>\n\u30fbEnsure that all relevant personnel are made aware of the system and procedures<\/p>\n<p>Failure to comply is punishable by imprisonment for up to six months or a fine of up to 500,000 yen.<\/p>\n<p>Have you noticed?<\/p>\n<p>There\u2019s no provision anywhere in the ministerial ordinance that says, \u201cStop work when the WBGT reaches 31\u00b0C.\u201d It just says, \u201cIt\u2019s dangerous!\u201d lol<\/p>\n<p>Then, on March 18, 2026, the Ministry of Health, Labor and Welfare announced that<strong>\"Guidelines for Preventing Heat Stroke in the Workplace\"<\/strong>A new one has been released.<\/p>\n<p>In 2025, the number of heatstroke-related casualties (requiring at least four days of sick leave) in the workplace was 1,803, which appears to be the highest since records began in 2005. (Data from the Ministry of Health, Labor and Welfare)<\/p>\n<p>On the other hand, the number of deaths is reported to have fallen to 19, a decrease of about 40 percent from the previous year's figure of 31.<\/p>\n<p>The number of people collapsing has increased, while the number of deaths has decreased. Increase the frequency of breaks.<\/span><\/td>\n<\/tr>\n<tr>\n<td style=\"background-color: #ff0000;\"><span style=\"font-size: 20px; color: #ffffff;\"><strong>31 or older<\/strong><\/span><\/td>\n<td style=\"background-color: #ff0000;\"><span style=\"font-size: 20px; color: #ffffff;\"><strong>Danger<\/strong><\/span><\/td>\n<td style=\"background-color: #ff0000;\"><span style=\"font-size: 20px; color: #ffffff;\"><strong>A level at which, as a general rule, physical activity and work are suspended<\/strong><\/span><\/td>\n<\/tr>\n<tr>\n<td style=\"background-color: #ff0000;\"><span style=\"font-size: 20px; color: #ffffff;\"><strong>33 or older<\/strong><\/span><\/td>\n<td style=\"background-color: #ff0000;\"><span style=\"font-size: 20px; color: #ffffff;\"><strong>\u2014<\/strong><\/span><\/td>\n<td style=\"background-color: #ff0000;\"><span style=\"font-size: 20px; color: #ffffff;\"><strong>Criteria for Issuing Heat Stroke Alerts<\/strong><\/span><\/td>\n<\/tr>\n<tr>\n<td style=\"background-color: #ff0000;\"><span style=\"font-size: 20px; color: #ffffff;\"><strong>35 or older<\/strong><\/span><\/td>\n<td style=\"background-color: #ff0000;\"><span style=\"font-size: 20px; color: #ffffff;\"><strong>\u2014<\/strong><\/span><\/td>\n<td style=\"background-color: #ff0000;\"><span style=\"font-size: 20px; color: #ffffff;\"><strong>Criteria for Issuing a Special Heatstroke Alert<\/strong><\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Items 25, 28, and 31 are from the Japan Society for Bio-meteorology\u2019s \u201cGuidelines for Preventing Heat Stroke in Daily Life,\u201d while items 33 and 35 are based on the Ministry of the Environment\u2019s heat stroke warning criteria.<\/p>\n<p>However, these four stages are merely guidelines based on daily life.<\/p>\n<p>In the world of labor, WBGT reference values are set separately for each level of physical work intensity based on JIS standards, and \u201cthe more strenuous the work, the lower the reference value.\u201d<\/p>\n<p>Since spray-applying material to slopes and drilling holes for anchors are considered physically demanding tasks, the actual temperature at which they become hazardous is lower than the \u201c31\u00b0C is dangerous\u201d guideline used in daily life.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-66350\" src=\"https:\/\/norimen.net\/wordpress\/wp-content\/uploads\/2026\/07\/2026-07-22-18.59.14.jpg\" alt=\"WBGT\" width=\"375\" height=\"500\" \/><\/p>\n<hr \/>\n<h2>A Comparison of Heatstroke Prevention Measures at Various General Contractors<\/h2>\n<p>Based on the published materials, two things stood out: the mandatory requirement for equipment and the move to shift the schedule itself.<\/p>\n<p>Obayashi Corporation announced on May 21, 2026, that it will begin an initiative to change the working hours at construction sites from July through August to 7:00 a.m. to 1:00 p.m.<\/p>\n<p>Since the standard work hours are from 8:00 a.m. to 5:00 p.m., this means that the 9-hour workday is reduced to 6 hours.<\/p>\n<p>According to reports, since last fiscal year, the company has required all personnel engaged in on-site work to wear work clothes equipped with fans and wearable devices that detect and alert them to risks associated with extreme heat.<\/p>\n<p>It appears that Shimizu Corporation is implementing a system at its construction sites in Tokyo where weather sensors are installed on-site to measure WBGT values, which are then color-coded into four levels\u2014\u201cDanger,\u201d \u201cExtreme Alert,\u201d \u201cAlert,\u201d and \u201cCaution\u201d\u2014and continuously displayed on monitors in the office.<\/p>\n<p>Instead of making people read numbers, let them understand through color.<\/p>\n<p>It's good that it's easy to understand, especially since there are so many foreign workers.<\/p>\n<p>However, I\u2019d like to be honest about one thing here.<\/p>\n<p>From what I've seen across 50 companies, almost none of them actually publish the specific internal threshold for \"stopping work at a certain WBGT temperature\" lol.<\/p>\n<p>All we hear about is equipment, facilities, and organizational structure.<\/p>\n<p>They don't disclose the criteria for termination. That's the reality of the industry these days.<\/p>\n<p>Even if it's dangerous, be careful at work lol<\/p>\n<h2>The company-wide policy stated that events would be \"canceled as a general rule\" when temperatures exceeded 31\u00b0C.<\/h2>\n<p>So, does that mean we don't have any within the company? Not exactly.<\/p>\n<p>It\u2019s clearly stated in the health and safety management plans distributed on-site and in the documents read aloud during morning briefings.<\/p>\n<p>And the wording is almost identical across all 50 companies.<\/p>\n<p>According to materials from the \u201cSTOP! Heat Stroke: Cool Work Campaign,\u201d sponsored by the Ministry of Health, Labor and Welfare, the Central Association for the Prevention of Industrial Accidents, the Construction Industry Accident Prevention Association, and others,<\/p>\n<p>If the WBGT index significantly exceeds the threshold,<span style=\"color: #ff0000;\"><strong>As a general rule, suspend work<\/strong><\/span>There is a statement to that effect.<\/p>\n<p>The documents from each general contractor basically just repeat this sentence almost verbatim.<\/p>\n<p>That's why it will be the same company-wide.<\/p>\n<p>That's because it's a copy of the wording issued by the government, not a standard we came up with on our own.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-66352\" src=\"https:\/\/norimen.net\/wordpress\/wp-content\/uploads\/2026\/07\/2026-07-22-19.32.59.jpg\" alt=\"WBGT at the Site\" width=\"375\" height=\"500\" \/><\/p>\n<hr \/>\n<h2>Even if the WBGT exceeds 31\u00b0C, work on-site will absolutely not stop.<\/h2>\n<p>In the materials for the same Cool Work Campaign, immediately following the phrase \u201ccancellation in principle,\u201d there is a list of precautions to take when work must be performed at locations where the threshold values are significantly exceeded.<\/p>\n<p>There are two key points: set longer break times when working alone, and frequently monitor your physical condition\u2014such as heart rate, body temperature, and the frequency and color of your urine\u2014as well as your fluid and salt intake while working.<\/p>\n<p>Right next to the \"General Suspension\" policy, there are procedures in place from the start for \"cases where work must be carried out unavoidably.\"<\/p>\n<p>The system is designed with the option to not stop in mind!!! lol<\/p>\n<p>This is where the issue of the ministerial ordinance comes into play.<\/p>\n<p>It became mandatory<strong>Establishing Systems, Developing Procedures, and Raising Awareness<\/strong>There is no provision in any of these three that specifies stopping work when the WBGT reaches 31\u00b0C.<\/p>\n<p>That\u2019s why work doesn\u2019t stop even when the temperature exceeds 31\u00b0C, and not stopping work doesn\u2019t constitute a violation of the law.<\/p>\n<p>And here\u2019s the most alarming part: 31\u00b0C is not a safe threshold.<\/p>\n<p>According to data from the Ministry of Health, Labor and Welfare, the WBGT values for the 30 heatstroke-related fatalities in 2024 ranged from 27\u00b0C to 33\u00b0C.<\/p>\n<p>It seems that quite a few people have died at 27\u00b0C. (This includes the elderly.)<\/p>\n<p>If there\u2019s a site supervisor who thinks 31\u00b0C is the \u201cit\u2019s still okay\u201d threshold, that\u2019s a pretty dangerous way of thinking, isn\u2019t it?<\/p>\n<p>To be honest, the reason work on-site doesn't stop isn't because of the temperature readings.<\/p>\n<p>Construction time and money.<\/p>\n<p><span style=\"font-size: 20px; color: #ff0000;\"><strong>Life &lt; Construction Schedule<\/strong><\/span><\/p>\n<p>I can't stop because no one will cover for me during the days I'm off.<\/p>\n<p>I, too, was once on the side of those who made such decisions as a general contractor.<\/p>\n<p>Inside the air-conditioned room.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-66089\" src=\"https:\/\/norimen.net\/wordpress\/wp-content\/uploads\/2026\/07\/fbead6b3aeeb2601c4d0a7185cbd2639.jpg\" alt=\"Sprayed Mortar Work Using Spacers\" width=\"600\" height=\"400\" \/><\/p>\n<hr \/>\n<h2>Pitfalls Unique to Slope Construction Sites<\/h2>\n<p>I believe there are four specific risks associated with slope sites that aren\u2019t present on flat ground.<\/p>\n<h3>The wind doesn't blow across the slope.<\/h3>\n<p>Cut slopes often take on a pocket-like shape due to the topography, and when ridges jut out on both sides, wind entering from the valley side cannot escape.<\/p>\n<p>Furthermore, if the frame has a grid structure, air will become trapped within the grid.<\/p>\n<p>Since slopes covered with sprayed mortar absorb heat from the sun, radiant heat is reflected back from them.<\/p>\n<p>The wind can't circulate because it's trapped by surfaces that have absorbed heat. These conditions are among the worst.<\/p>\n<h3>Full-body harnesses and<strong>Work Clothes with a Fan<\/strong>Compatibility<\/h3>\n<p>It\u2019s not something people talk about very often, but full-body harnesses and work clothes with fans don\u2019t mix well.<\/p>\n<p>The harness straps tighten against my clothes from my chest to my waist, blocking the airflow from the fan.<\/p>\n<p>Especially on the back and around the waist, there\u2019s almost no airflow directly under the belt.<\/p>\n<p>I don\u2019t think the notion that \u201cit\u2019s safe because I\u2019m wearing work clothes with a fan\u201d holds water when it comes to slope safety.<\/p>\n<p>It's just a little comfort, really.<\/p>\n<p>Also, please be aware that work clothes with fans are not a fundamental solution for preventing heatstroke.<\/p>\n<p>It's really just the kind of clothing that makes you feel cool because of the heat of vaporization, lol.<\/p>\n<p>It doesn't actually reduce the body's core temperature.<\/p>\n<h3>If someone were to suffer from heatstroke on a slope, it would take time to rescue them.<\/h3>\n<p>On flat ground, it takes a minute or two to carry it to the rest area, but it\u2019s not that easy on a slope.<\/p>\n<p>If you have to lower someone who\u2019s become unresponsive partway down a slope using a rope and carry them to level ground, that alone takes several minutes.<\/p>\n<p>I suspect that many people skip this step when creating the \u201cProcedures for Implementing Measures to Prevent the Worsening of Symptoms,\u201d which has now become mandatory.<\/p>\n<p>It's easy to write \"Move to a cool place\" in the instructions.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-66353\" src=\"https:\/\/norimen.net\/wordpress\/wp-content\/uploads\/2026\/07\/828190bc84ccf4c241ca4c2ae5e68d5c.jpg\" alt=\"Rescue Operations on Slopes\" width=\"600\" height=\"338\" \/><\/p>\n<p>How many sites have actually unloaded the equipment to measure exactly how many minutes that move takes?<\/p>\n<p>Emergency procedures for slopes can only be implemented in conjunction with the procedures for lowering people down, right...?<\/p>\n<p>In the worst-case scenario, we might even have to prepare a sling and use a crane or something similar to lower it down.<\/p>\n<h3>Where to Place the WBGT Meter<\/h3>\n<p>A WBGT meter is useless unless it is placed in the area where workers are actually working.<\/p>\n<p>This is because measurements taken under the eaves of the field office or in the shade of a flat area do not reflect the conditions on the slope.<\/p>\n<p>&nbsp;<\/p>\n<p>According to my experimental results, there is a difference of about 10 percent between the values measured on a flat surface and those measured on a slope.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-66357\" src=\"https:\/\/norimen.net\/wordpress\/wp-content\/uploads\/2026\/07\/2026-07-23-12.15.00-1.jpg\" alt=\"WBGT on Flat Ground\" width=\"600\" height=\"450\" \/> <img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-66356\" src=\"https:\/\/norimen.net\/wordpress\/wp-content\/uploads\/2026\/07\/2026-07-23-12.15.00.jpg\" alt=\"WBGT on Flat Ground\" width=\"600\" height=\"450\" \/><\/p>\n<p>The above shows the WBGT readings for the construction site where work is currently underway.<\/p>\n<p>Flat Ground<\/p>\n<p>Time: 11:35<\/p>\n<p>Humidity: 37.4%<\/p>\n<p>Temperature: 39.9 degrees<\/p>\n<p>WBGT: 32.6 degrees<\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-66355\" src=\"https:\/\/norimen.net\/wordpress\/wp-content\/uploads\/2026\/07\/2026-07-23-12.15.12.jpg\" alt=\"WBGT on Slopes\" width=\"600\" height=\"450\" \/> <img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-66354\" src=\"https:\/\/norimen.net\/wordpress\/wp-content\/uploads\/2026\/07\/2026-07-23-12.15.13.jpg\" alt=\"WBGT on Slopes\" width=\"600\" height=\"450\" \/><\/p>\n<p>Slope<\/p>\n<p><strong>Time: 11:35<\/strong><\/p>\n<p><strong>Humidity: 35.5%<\/strong><\/p>\n<p><strong>Temperature: 47.3 degrees<\/strong><\/p>\n<p><strong>WBGT: 36.4 degrees<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>The slope side will be higher.<\/p>\n<p>The photo is from the 1st, but I\u2019ve actually been taking readings every day for the past few days. (The readings have been more than 10% higher every day.)<\/p>\n<p>I believe this is because the angle at which the sun's rays strike the surface, the radiant heat from the sprayed surface, and the lack of airflow all coincide.<\/p>\n<p>*Please note that these are measurements I took at my own site and are not based on data from other sites. Please try taking measurements at your own site\u2014both on flat ground and on a slope\u2014and compare the results.<\/p>\n<p>Please note that we use a measuring instrument that complies with JIS standards and is equipped with a black sphere.<\/p>\n<p>Since a thermometer and hygrometer without a black globe cannot detect radiant heat, it cannot be used to calculate the WBGT value.<\/p>\n<hr \/>\n<h2>Negotiate payment terms with the general contractor by factoring \u201cnon-working days\u201d into the construction schedule<\/h2>\n<p>The reason work on-site doesn't stop isn't because of the heat; it's because no one will pay us for the days we stop working.
