You\u2019re surely familiar with the Construction Industry Retirement Allowance Mutual Aid System (Ken-tai-kyo), right?<\/p>\n

It's the severance pay we receive when we leave the construction industry\u2014the one managed through our mutual aid handbook that we can collect when we quit.<\/p>\n

Basically, you receive stamps from the general contractor and affix them to your logbook.<\/p>\n

Then, after retirement, the individual submits the application themselves.<\/p>\n

That's basically how it works, right?<\/p>\n

One of our Vietnamese staff members is returning to Vietnam, so we\u2019ve had to file an application with the Construction Workers\u2019 Retirement Fund.<\/p>\n

So, since a bunch of things happened that made me go, \u201cWhat?!\u201d, I\u2019m writing this down.<\/p>\n

\"Construction<\/p>\n

Is it the \u201cobligation\u201d of the general contractor to issue a revenue stamp? I looked into this thoroughly.<\/h2>\n

\"Once work begins at a construction site, the general contractor is required to issue a Ken-Tai-Kyo certificate.\"<\/p>\n

Many people in the field see it this way.<\/p>\n

I used to think that too, lol.<\/p>\n

But if you look into it properly, it\u2019s actually a little different.<\/p>\n

 <\/p>\n

The Small and Medium-Sized Enterprise Retirement Allowance Mutual Aid System is a program established under the Small and Medium-Sized Enterprise Retirement Allowance Mutual Aid Act, and enrollment itself isOptional<\/strong>\u3002<\/p>\n

It's not a legal obligation.
\n(Construction Industry Retirement Allowance Mutual Aid Headquarters, Ministry of Health, Labor and Welfare).<\/p>\n

So, as for why there\u2019s a perception that \u201cit\u2019s only natural for the general contractor to pay,\u201d<\/p>\n

In the case of public works projects, the amount equivalent to the Construction Workers Retirement Fund contributions\u2014including those for subcontractors\u2014isIncluded in the construction cost estimate from the outset<\/strong>from

The general contractor uses that money to buy stamps and retirement bonus points in bulk and distribute them to the subcontractors, apparently.<\/p>\n

\u3053This isn't an \"obligation\"\u2014it's a \"request.\" Just\u2014and I mean just\u2014a request! lol<\/strong><\/span><\/p>\n

However, if the business is enrolled in the Construction Workers' Retirement Fund as part of the Business Management Review,15 bonus points!!<\/strong><\/p>\n

It\u2019s common for the client to ask how many revenue stamps are needed.<\/p>\n

As a result, general contractors undertaking public works projects effectively have no choice but to proceed.<\/p>\n

We handle private construction projects in-house\u2014this is something that\u2019s surprisingly easy to overlook.<\/h2>\n

As for private-sector construction projects, the standard practice is for the company to purchase the tax stamps and have its employees affix them.<\/p>\n

We also buy them in bulk a few times a year and put them up.<\/p>\n

I actually think there are quite a few companies that aren't doing this.<\/p>\n

\"For public projects, we get it from the general contractor; for private projects... nothing, lol.\"<\/p>\n

The condition for receiving a retirement benefit is that a mutual aid stamp must be affixed toAt least 24 months' worth (calculated as 1 month for every 21 days)<\/strong>That's true.<\/p>\n

If you don't reach this number of days, no matter how long you work on-site,It won't cost a single yen<\/strong>\u3002<\/p>\n

When it comes to seeing off a long-time craftsman, whether or not this is there makes a pretty big difference.<\/p>\n

That falls under the company's responsibility, doesn't it?<\/p>\n

So, public transportation is usually the best option, but in this case, there's just no helping it.<\/p>\n

Or joining the Chutakyo program is another option. It depends on your company, though...<\/p>\n

As a general rule, foreign nationals must file applications \u201cin person.\u201d But in reality\u2026<\/h2>\n

So, let\u2019s get to the main topic: the Vietnamese staff.<\/p>\n

As a general rule, when applying for retirement benefits from the Construction Industry Retirement Allowance Fund,The person in question<\/strong>That's what they're going to do.<\/p>\n

This is because if a third party collects the severance pay on the employee\u2019s behalf, there\u2019s a chance the employee won\u2019t actually receive it. In terms of the purpose of the system, this makes perfect sense.<\/p>\n

In addition, for foreign applicants, the Ken-Taikyo Headquarters website provides guidance on the procedures for claiming retirement benefits.English, Vietnamese, Tagalog, Chinese<\/strong>It is officially maintained there.<\/p>\n

So far, the general consensus is: \u201cYou can apply yourself, they support your native language, and it\u2019s well done.\u201d<\/p>\n

But here's the thing.<\/p>\n

When my boyfriend contacted the service desk before returning to Japan, this is what they told him.<\/p>\n

\"For foreign nationals, it's fine for the company to act as an intermediary.\"<\/p>\n

\"Whaaaat? lol\"<\/p>\n

When I asked, \u201cWasn\u2019t it supposed to be the applicant who filed the application, in principle?\u201d<\/p>\n

\"If we don't do that, the paperwork will get stuck and we'll never make any progress,\" he said...<\/p>\n

I guess that makes sense, lol (Well, I can see where you're coming from.)<\/p>\n

After he returns to Vietnam, he\u2019ll have to gather all the necessary documents\u2014his certificate of residence, ID, and mutual aid handbook\u2014and send them via international mail\u2026 That\u2019s way too much of a hassle.<\/p>\n

That\u2019s why, when it comes to foreign nationals, the company has a system in place where it gathers the necessary documents on their behalf and submits the applications for them.<\/p>\n

The recipient account is an overseas account in the account holder's name; this is correct under the system.<\/h2>\n

What concerns me is the flow of money.<\/p>\n

You might be thinking, \u201cIf the company helps with the paperwork, won\u2019t the payment be made to the company instead?\u201d But that\u2019s not the case.<\/p>\n

The bank account for transfers is, strictly speaking,An account in the person's name<\/strong>in the form of specifying [...].<\/p>\n

In our case, I\u2019ve been told that we\u2019ll designate his personal bank account in Vietnam, and the funds will be deposited directly into that account.<\/p>\n

It won't go through the company's account.<\/p>\n

This system is properly designed to protect the individual.<\/p>\n

Even if the company acts as an intermediary, the money goes only to the individual.<\/p>\n

From a design perspective, it is correct.<\/p>\n

Well, that's definitely better.<\/p>\n

It's a hassle to have the company come back later and say they took it, after all.<\/p>\n

The discomfort I feel when people only say, \u201cUse the company,\u201d when it suits them<\/h2>\n

So, this is where it gets a little confusing for me.<\/p>\n

There is a discrepancy between the system\u2019s design and the reality on the ground (on the administrative side of the organization).<\/p>\n

It just makes you wonder\u2014do they only treat companies like partners in worker protection when it suits them?<\/p>\n

Of course, if we can be sure their retirement benefits will be paid out, we\u2019d be happy to help.<\/p>\n

It works, but I'm just like, \"Hmm, I don't know...\" lol<\/p>\n

The employment of foreign workers will continue to increase.<\/p>\n

I also think we should give more thought to establishing a \u201cformal channel for applications by foreign nationals\u201d as a matter of policy.<\/p>\n

In the past? There were some people who abused the Construction Workers' Retirement Fund, but,<\/p>\n

With digitization becoming more widespread these days, I really hope they\u2019ll step up their game in this area as well.<\/p>\n

As part of our company's responsibility, we want to make sure the labels are applied properly and that the packages are sent out correctly.<\/p>\n

Since I\u2019ve worked so hard here in Japan, I\u2019d like to give it my all at least for the finale.<\/p>\n

Instead, I\u2019d like the payments to be made only to those who have actually returned to their home countries, so,<\/p>\n

I want strict disciplinary action to be taken against those who cut out in the middle of things!<\/p>\n
