Since all local governments adopt the national report card almost entirely as is, the system is likely the same across the board.<\/p>\n<h3><span id=\"toc3\">There are three evaluators.<\/span><\/h3>\n<p>There are three evaluators: the \u201cChief Supervisor,\u201d the \u201cGeneral Supervisor,\u201d and the \u201cInspector.\u201d<\/p>\n<div class=\"wp-block-cocoon-blocks-tab-box-1 blank-box bb-tab bb-memo block-box has-text-color has-border-color has-pink-color has-pink-border-color\">\n<p><strong>Chief Inspector<\/strong>= Designated Staff Member (Supervisor)<\/p>\n<p><strong>Chief Supervisor<\/strong>= Section Chief or Unit Chief<\/p>\n<p><strong>Inspector<\/strong>= Staff members of the Construction Inspection Division (and other departments)<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>The way evaluators are addressed varies depending on the contracting agency, but I don't think you need to worry about it.<\/p>\n<p>In addition, while some municipalities, such as Yokohama City, have separate positions for \u201cChief\u201d and \u201cSupervisor,\u201d it appears that they are simply dividing the evaluation criteria for the \u201cChief\u201d position between the two roles.<\/p>\n<p>&nbsp;<\/p>\n<div class=\"wp-block-cocoon-blocks-balloon-ex-box-1 speech-wrap sb-id-1 sbs-stn sbp-l sbis-cb cf block-box\">\n<div class=\"speech-person\">\n<figure class=\"speech-icon\"><img loading=\"lazy\" decoding=\"async\" class=\"speech-icon-image\" src=\"https:\/\/kamino.blog\/wp-content\/uploads\/2020\/07\/girl2-e1595669084514.png\" alt=\"Kamino\" width=\"100\" height=\"97\" \/>Kamino<\/figure>\n<\/div>\n<div class=\"speech-balloon\">\n<p>When a construction contract is signed, the client notifies the parties involved who has been designated as the chief supervisor and who as the general supervisor, right?<\/p>\n<\/div>\n<\/div>\n<h3><span id=\"toc4\">Grader's Scoring Criteria<\/span><\/h3>\n<p>Also, while this may not be widely known, each evaluator has a set number of points, as shown below.<\/p>\n<div class=\"wp-block-cocoon-blocks-tab-box-1 blank-box bb-tab bb-check block-box has-text-color has-border-color has-pink-color has-pink-border-color\">\n<p>Lead Inspector \u2192 40 points<br \/>\nGeneral Supervisor \u2192 20 points<br \/>\nInspector \u2192 40 points<\/p>\n<p>Total: 100 points<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p>So, after the three of them each give a score out of 100, the chief supervisor\u2019s score is multiplied by -0.4, right?<\/p>\n<div class=\"wp-block-cocoon-blocks-balloon-ex-box-1 speech-wrap sb-id-1 sbs-stn sbp-l sbis-cb cf block-box\">\n<div class=\"speech-person\">\n<figure class=\"speech-icon\"><img loading=\"lazy\" decoding=\"async\" class=\"speech-icon-image\" src=\"https:\/\/kamino.blog\/wp-content\/uploads\/2020\/07\/girl2-e1595669084514.png\" alt=\"Kamino\" width=\"99\" height=\"96\" \/>Kamino<\/figure>\n<\/div>\n<div class=\"speech-balloon\">\n<p>This is pretty much the case nationwide.<br \/>\nAllocations may vary depending on the ordering agency (local government).<\/p>\n<\/div>\n<\/div>\n<h3><span id=\"toc5\">The scoring criteria differ by evaluator<\/span><\/h3>\n<p>If you look at the table, you'll see that the items each evaluator scores differ.<\/p>\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5268\" src=\"https:\/\/kamino.blog\/wp-content\/uploads\/2022\/05\/164952.png\" sizes=\"auto, (max-width: 1020px) 100vw, 1020px\" srcset=\"https:\/\/kamino.blog\/wp-content\/uploads\/2022\/05\/164952.png 1020w, https:\/\/kamino.blog\/wp-content\/uploads\/2022\/05\/164952-300x121.png 300w, https:\/\/kamino.blog\/wp-content\/uploads\/2022\/05\/164952-768x309.png 768w\" alt=\"\" width=\"1020\" height=\"411\" \/><figcaption>Chief Supervisor's Evaluation Criteria<\/figcaption><\/figure>\n<p>These are the evaluation criteria for the chief supervisor.<\/p>\n<p>We\u2019ll be grading the project as a whole, but the categories of \u201cOverall Construction Organization,\u201d \u201cAssigned Engineers,\u201d \u201cExternal Relations,\u201d and \u201cInnovation and Creativity\u201d will be graded solely by the Chief Supervisor. This is evaluated, for example, when the contractor successfully adapts to challenging site conditions (urban areas, natural conditions, ground conditions). Conversely, it could be said that points should not be awarded for simple construction projects. Also, while the quality of the work is verified during on-site inspections, since criteria such as aesthetics are subjective, the evaluation may be heavily influenced by the inspector\u2019s personal preferences, values, and experience.<\/p>\n<div class=\"wp-block-cocoon-blocks-balloon-ex-box-1 speech-wrap sb-id-1 sbs-stn sbp-l sbis-cb cf block-box\">\n<div class=\"speech-person\">\n<figure class=\"speech-icon\"><img loading=\"lazy\" decoding=\"async\" class=\"speech-icon-image\" src=\"https:\/\/kamino.blog\/wp-content\/uploads\/2020\/07\/girl2-e1595669084514.png\" alt=\"Kamino\" width=\"100\" height=\"97\" \/>Kamino<\/figure>\n<\/div>\n<div class=\"speech-balloon\">\n<p>Did you notice that the grading criteria are different?<\/p>\n<\/div>\n<\/div>\n<h3><span id=\"toc6\">I have a pretty good idea of who gave what score<\/span><\/h3>\n<p>Based on the scores on the \u201c\u2462 Construction Performance Evaluation Form\u201d sent to the contractors, we can generally tell who gave which scores.<\/p>\n<p>By setting up an equation based on the score reported in Step \u2462 and the scoring formula listed in the \u201cStep \u2461 Detailed Score Evaluation Criteria Table,\u201d you can estimate the unknown (score).<\/p>\n<div class=\"wp-block-cocoon-blocks-balloon-ex-box-1 speech-wrap sb-id-1 sbs-stn sbp-l sbis-cb cf block-box\">\n<div class=\"speech-person\">\n<figure class=\"speech-icon\"><img loading=\"lazy\" decoding=\"async\" class=\"speech-icon-image\" src=\"https:\/\/kamino.blog\/wp-content\/uploads\/2020\/09\/girl10-2-150x150.png\" alt=\"Kamino\" width=\"101\" height=\"101\" \/>Kamino<\/figure>\n<\/div>\n<div class=\"speech-balloon\">\n<p>If you want to know, try doing the calculation.<\/p>\n<\/div>\n<\/div>\n<h2><span id=\"toc7\">Grading Process<\/span><\/h2>\n<p>Next, I\u2019ll briefly explain the grading process. In addition, documentation regarding the quality certifier has been submitted in writing.\u201d In that case, you would record the date on which this was carried out. That serves as the basis for the evaluation.<\/p>\n<p>This is a list intended for recording details step by step during construction, but some staff members may be compiling a checklist all at once upon project completion.<\/p>\n<p>Well, to put it bluntly, it\u2019s something that was created as a result of the \u201cchecklist syndrome\u201d that\u2019s so common in government offices.<\/p>\n<p>&nbsp;<\/p>\n<div class=\"wp-block-cocoon-blocks-balloon-ex-box-1 speech-wrap sb-id-1 sbs-stn sbp-l sbis-cb cf block-box\">\n<div class=\"speech-person\">\n<figure class=\"speech-icon\"><img loading=\"lazy\" decoding=\"async\" class=\"speech-icon-image\" src=\"https:\/\/kamino.blog\/wp-content\/uploads\/2021\/04\/girl13-150x150.png\" alt=\"Kamino\" width=\"100\" height=\"100\" \/>Kamino<\/figure>\n<\/div>\n<div class=\"speech-balloon\">\n<p>Not every item on the checklist is linked to the Operational Table by Examination Subject.<\/p>\n<\/div>\n<\/div>\n<h3><span id=\"toc9\">Grade using the assessment criteria table<\/span><\/h3>\n<p>Next, we'll assign grades.<\/p>\n<p>The grade report I just showed you is an Excel file. While there are commercial software options available, you can handle this using Excel automation, right?<\/p>\n<p>Within the same dataset as the grade evaluation form, there is an \u201cAssessment Item-by-Item Application Table.\u201d When each evaluator checks the appropriate boxes in this table, the a, b, c, d, and e ratings are automatically determined and converted into numerical scores.<\/p>\n<p>Once the chief inspector has finished, the form is handed over to the general supervisor for scoring, and the inspector will score it after the final inspection.<\/p>\n<p>&nbsp;<\/p>\n<div class=\"wp-block-cocoon-blocks-balloon-ex-box-1 speech-wrap sb-id-1 sbs-stn sbp-l sbis-cb cf block-box\">\n<div class=\"speech-person\">\n<figure class=\"speech-icon\"><img loading=\"lazy\" decoding=\"async\" class=\"speech-icon-image\" src=\"https:\/\/kamino.blog\/wp-content\/uploads\/2020\/07\/girl3-e1596371043608-150x150.png\" alt=\"Kamino\" width=\"100\" height=\"100\" \/>Kamino<\/figure>\n<\/div>\n<div class=\"speech-balloon\">\n<p>That automatically calculated the total score!<\/p>\n<\/div>\n<\/div>\n<h2><span id=\"toc10\">What is the Operational Chart by Examination Item?<\/span><\/h2>\n<p>Now, let me explain the important \u201cOperational Chart by Assessment Item.\u201d<\/p>\n<p>The \u201cAssessment Criteria by Subject\u201d is published on municipal websites alongside the grade reports. Here are examples from Fukuoka City and Himeji City.<\/p>\n<p><a href=\"https:\/\/www.city.fukuoka.lg.jp\/zaisei\/kensa\/business\/kennsakiteitou.html\" target=\"_blank\" rel=\"noopener\">Fukuoka City: Fukuoka City Inspection Regulations, etc. (fukuoka.lg.jp)<\/a><\/p>\n<p><a href=\"https:\/\/www.city.himeji.lg.jp\/sangyo\/0000000482.html\" target=\"_blank\" rel=\"noopener\">What Is the Performance Evaluation System for Public Works Projects in Himeji City? For example, if \u201cThe construction plan was submitted before work began\u201d applies, you should check the box.<strong>This system automatically assigns an A, B, or C grade based on the number (percentage) of checkmarks.<\/strong><\/p>\n<p>Normally, options d and e aren't possible. Options a and b earn extra points, option c is \u00b10, and options d and e result in point deductions. (Detailed scores are listed on the grading sheet.)<\/p>\n<p>As noted in the Operational Guidelines by Assessment Item, the general evaluation criteria are as follows.<\/p>\n<div class=\"wp-block-cocoon-blocks-tab-box-1 blank-box bb-tab bb-check block-box has-text-color has-border-color has-pink-color has-pink-border-color\">\n<p>a... Rating of 90% or higher<br \/>\nb... Evaluation value of 80% or higher but less than 90%<br \/>\nc... Evaluation value less than 80%<br \/>\nd... I received improvement instructions from the supervisor.<br \/>\ne... That\u2019s why some local governments issue \u201cinstructions\u201d or \u201cnotifications\u201d via the meeting minutes right from the very first meeting.<\/p>\n<p>But personally, I feel like if they went to that much trouble, I can\u2019t give them a C (;\u00b4\uff65\u03c9\uff65)<\/p>\n<p>On the other hand, some local governments first issue a verbal request for improvement; if the issue is resolved at that point, it is considered acceptable. However, starting with the second request, they issue written instructions, and if even a single item is addressed via written instruction, the evaluation is classified as \u201cd\u201d or \u201ce.\u201d<\/p>\n<div class=\"wp-block-cocoon-blocks-balloon-ex-box-1 speech-wrap sb-id-1 sbs-stn sbp-l sbis-cb cf block-box\">\n<div class=\"speech-person\">\n<figure class=\"speech-icon\"><img loading=\"lazy\" decoding=\"async\" class=\"speech-icon-image\" src=\"https:\/\/kamino.blog\/wp-content\/uploads\/2021\/04\/girl12-150x150.png\" alt=\"Kamino\" width=\"100\" height=\"100\" \/>Kamino<\/figure>\n<\/div>\n<div class=\"speech-balloon\">\n<p>Realistically, since you have to be prepared to give a rating of \u201cD\u201d or lower (with point deductions) when issuing a corrective action notice, it\u2019s likely to happen only when the situation has escalated to a serious level.<\/p>\n<\/div>\n<\/div>\n<h3><span id=\"toc15\">\"Items Subject to Evaluation\" includes all of them<\/span><\/h3>\n<p>All right, I get the system now. So if we implement the \u201cevaluation criteria,\u201d we\u2019ll get an \u201cL\u201d rating, which means bonus points!<\/p>\n<p>But contractors are bound to wonder, \u201cAren\u2019t the items listed under \u201dEvaluation Criteria\u2019 a bit vague? How are they supposed to determine whether something was \u2018implemented\u2019?\u201d To be honest, even the client doesn\u2019t really understand it either (;\u00b4\uff65\u03c9\uff65). The reason is that the \u201cEvaluation Criteria\u201d cover absolutely everything.<\/p>\n<p><strong>All laws, regulations, and design documents (Common Specifications) related to the \u201cItems Subject to Evaluation\u201d must be fully complied with, down to the finest detail.<\/strong>...that's the gist of it.<\/p>\n<p>Furthermore, there are almost no specific requirements regarding the format of the documents to be submitted.<\/p>\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5276\" src=\"https:\/\/kamino.blog\/wp-content\/uploads\/2022\/05\/193210.png\" sizes=\"auto, (max-width: 893px) 100vw, 893px\" srcset=\"https:\/\/kamino.blog\/wp-content\/uploads\/2022\/05\/193210.png 893w, https:\/\/kamino.blog\/wp-content\/uploads\/2022\/05\/193210-300x131.png 300w, https:\/\/kamino.blog\/wp-content\/uploads\/2022\/05\/193210-768x335.png 768w\" alt=\"\" width=\"893\" height=\"390\" \/><\/figure>\n<p>For example, according to a table from Fukuoka City,<br \/>\n\"The construction plan reflects the design documents and site conditions.\"<br \/>\nThere is an evaluation criterion like that, isn't there?<\/p>\n<p>Regarding this, I believe a \u201cLe\u201d grade can only be awarded after verifying a wide range of items\u2014such as checking the common specifications to confirm whether the submission deadline was met, whether all required information was included without omission, whether there are any deficiencies in the documentation, and whether the plan not only reflects on-site conditions but also complies with relevant laws and regulations. \u2190 This is just my own speculation.<\/p>\n<p>To achieve this, the client must also be thoroughly familiar with the specifications and relevant laws and regulations, and must take the time to review the submitted documents and as-built drawings. However, since junior staff members don\u2019t have that level of knowledge or the time to do so, it ends up being the case that even the client doesn\u2019t fully understand the situation (;\u00b4\uff65\u03c9\uff65). It\u2019s not as if they\u2019ll refuse to evaluate the documents outright if something is missing\u2014instead, they\u2019ll ask, \u201cThis is missing\u2014didn\u2019t you prepare it? Please submit it,\u201d and request that the missing item be provided. This is because the inspection cannot proceed unless the minimum set of documents required by the rules is complete.<\/p>\n<p>Once all the required documents are gathered, I check all the details\u2014including specific numbers\u2014and verify that there are no errors. During this process, I score the documents by comparing them to the assessment criteria checklist. I decide whether or not to give a \u201cD\u201d grade based on thoughts like, \u201cIs there a document that shows I understand XX? Hmm, no. Is there really none? Nope. Is there really none? ... Nope! I won\u2019t evaluate that!\u201d That\u2019s the kind of mindset I use to decide whether or not to assign a \u201cRe\u201d score.<\/p>\n<p>If things aren\u2019t organized properly, the person receiving the documents might overlook them\u2014even if they\u2019ve filed them away thinking they\u2019re for \u25cb\u25cb. Even if you\u2019re told, \u201cDon\u2019t overlook them!\u201d it\u2019s too late once the grading is over. That\u2019s why organization is so important.<\/p>\n<p>In addition, to ensure consistency in evaluation criteria across supervisors, we compare scores with those from other projects. Specifically, we review projects from previous years that were carried out in the same region or involved similar work, and compare them against the evaluation criteria tables for each assessment item to verify that there are no inconsistencies in the evaluations.<\/p>\n<p>We\u2019ll also review the scores for the entire Business Division to determine the extent of any discrepancies. This doesn\u2019t mean we won\u2019t give high scores; rather, even if we do award high scores, we must explain to the division manager and inspectors what we evaluated and why.<\/p>\n<p>Of course, top-tier A-rank contractors submit documents that are nearly perfect, but some inspectors will ask, \u201cCan\u2019t you lower the score a little more?\u201d In response, you need to be prepared to explain, \u201cTaking \u25b3\u25b3 into account, we\u2019ve implemented \u25cb\u25cb and \u25a1\u25a1, so this deserves a high rating.
