Looking through the materials in this section, it seems to suggest that we don't need sole proprietors, right?<\/p>\n

 <\/p>\n

It\u2019s true\u2014apparently, there have been many cases recently where people ask, \u201cWhich company\u2019s employee was involved in the accident?\u201d or even, \u201cWho is that, anyway?\u201d<\/p>\n

To put it simply, the injured person doesn't have an insurance card. (He's supposed to be an employee of a subcontractor, but...)<\/p>\n

Under the current subcontracting agreements, in the case of subcontractors, the system requires only the site representative and the chief engineer to present their insurance cards.<\/p>\n

As for everyone else, it's impossible to tell whether they're actually employees of that company.<\/p>\n

It seems there\u2019s a growing number of companies that\u2014perhaps taking advantage of this?\u2014have only the on-site representative as a full-time employee, while the rest of the staff is made up of a motley crew.<\/p>\n

And when an accident happens, it turns into a total disaster, doesn't it?<\/p>\n

\"Work<\/p>\n

I think that in some cases, if non-employees are registered as sole proprietors for insurance and such, we could just list them as second- or third-tier subcontractors\u2014but the fact that it\u2019s so hard to use sole proprietors because the government agencies don\u2019t like it is kind of a problem, lol.<\/p>\n

 <\/p>\n

For self-employed contractors, I recommend that you stay up to date on the Ministry of Land, Infrastructure, Transport and Tourism\u2019s guidelines and developments, and make sure to enroll in the Career Advancement System.<\/p>\n

Also, I think the general contractor should carefully check the list of workers.<\/p>\n

Whether they're a real employee or not.<\/p>\n

Going forward, based on the Ministry of Land, Infrastructure, Transport and Tourism\u2019s policy, it appears that social insurance coverage will be verified for everyone listed on the worker roster, and,<\/p>\n

Since the general contractor bears the primary responsibility in the event of an accident, I suppose those measures will be strengthened going forward, right?<\/p>\n
